Implementation of the Fifth Open Government Action Plan

The progress of the implementation will be assessed in the spring and autumn terms. In addition, a mid-term evaluation of the implementation will be carried out in 2025 and a final evaluation of the implementation will be carried out in 2027. The mid-term and final evaluation will assess, among other things, the impact of the measures from the perspective of different target groups.

In Finland, the open Government Action Plan applies to the entire public administration: central government, municipalities and wellbeing services counties. The monitoring and evaluation of the Action Plan will be carried out in cooperation with stakeholders. The openness of administration will be promoted in cooperation with non-governmental organisations and other cooperation partners.

1.1. In the preparation of policy measures, we will strengthen inclusion, mutual understanding and knowledge base through dialogues.

1.2 We will support democracy by improving encounters with public services.

2.1 We prevent mis- and disinformation through expertise and reliable information.

2.2 We will establish the operating model of the Open Government Civil Society Academy nationally and at the regional level in order to deepen cooperation

3.1 We will enhance the sharing of good practices in open government.

3.2 We will launch an open democracy network
