Public sector ICT

This operational unit is responsible for the overall development of public administration information management, e-Government and corporate data, for information management governance in central government and for the coordination of joint development projects. Public sector ICT promotes information management cooperation between central and local government, formulates joint functional and technical solutions and methods and is in charge of overall development of information security in public administration as well as data security governance in central government.


Government ICT Centre Valtori began operations on 1 March 2014. The ICT Service Centre’s role is to produce and develop basic IT and information system services for government offices and agencies as well as eGovernment support services.

Action Programme on eServices and eDemocracy

The Ministry of Finance’s Action Programme on eServices and eDemocracy (SADe) develops comprehensive services for citizens, companies and the authorities. These customer-focused and interoperable services enhance quality and cost-efficiency in the public sector.

Open Data Programme

Open Data Programme is eliminating obstacles to the re-use of public data and is creating the preconditions for making data open within the public administration. Ministries, government agencies, municipalities, enterprises, NGO’s, various organisations developing the sector and citizen bodies are collaborating in the implementation of the programme.
