Legislation in Finland

Legislative power is vested in Parliament. One of the Ministries’ central tasks is drawing up legislation for Parliamentary decision-making. Bills are drawn up in the ministry responsible for the matter in question. The Government proposals drawn up in the ministries are dealt with in a plenary session of the Government. The President approves the law that has been passed by Parliament and specifies when it will enter into force, if Parliament has not already decided on this.

 

Legislative projects

The most significant legislative projects are prepared in committees made up of representatives from different administrative branches, political parties and other stakeholders. The perspectives of different stakeholders are heard when proposals are circulated for comment and in special hearings.
